It's a straight bonus so it doesn't stack with other straight bonuses. A good example would be taking an Atris/Echani fringe squad and adding Talon. The Echani's don't get both bonuses, just one. The stat bonus from her Force Ability would still apply.
Jabba Crime Lord's CE granting Cunning Attack to non-unique followers does stack though because it's an ability that gives the bonus.
As for the other part of the CE a character with intuition could use that ability as well as Talon's CE because while the CE works just like Intuition it isn't named "Intuition".
