Is there a range in which you have to be in order to share force points with this character?
Also, does this character grant Master of the force 2 to someone, since it says the chosen character may spend its force points once per turn and may also spend this characters force points once per turn?

Note that it does not grant "MotF + 1".
Master of the Force allows you to spend force twice. Eternal Sith Spirit allows you to spend force twice. Neither allows you to spend force "one extra time" so if you have them both you are still limited to spending force twice.
This leads to another a question, though:
If you happen to have MotF3 and Eternal Sith Spirit, can you spend your own force points twice and the Spirit's force points once in the same turn? In other words, the following sentence clearly allows spending force "once per turn" from each bucket, but does it also restrict to spending force from each bucket "no more than once per turn" when using from Eternal Sith Spirit?
"The chosen character can spend its own Force points once per turn and spend Force points from this character once per turn."

Nope. If you choose to spend a Force Point from Ragnos, you are limited to spending Force 2 times a turn.
