I know that we discussed this before the Indiana regional and some other places, but I don't remember this ever being asked on the boards for an official answer.
Can the Yammosk steal the +4,+10 c.e. of Talon in an all fringe squad if the Vong player is playing an all Vong squad?
This is what Talons Card says : While your squad contains only Fringe characters, allies get +4 Attack and +10 Damage.
This is what the Yammosk Card says : Telepathic Insight (During setup, after seeing your opponent's squad, you may choose one commander effect. This character gains this commander effect and any faction specific effects become Yuuzhan Vong specific effects.)
The part in Bold is the part I'm looking at. Does "While your squad contains only Fringe characters" count as a faction specific effect?
It was ruled No at Indiana, This is just to get an official answer out there so that no one else is left in the dark or wondering the same thing.

That's a restriction, not an effect. The effect is "allies get +4 Attack and +10 Damage". It's similar to how Mas Amedda doesn't affect GOWK's CE.

I think of CEs with the following framework.
For example, GOWK: Trigger: (continuous) Condition: has an ally within 6 squares Restrictions on recipients: followers Benefit: gains +4 attack and +4 defense
Talon Karrde: Trigger: (continuous) Condition: While your squad contains only Fringe characters Restrictions on recipients: allies Benefit: get +4 Attack and +10 Damage
General Skywalker: Trigger: End their move Condition: Restrictions on recipients: Followers within 6 squares Benefit: gain Momentum this turn
Princess Leia, Rebel Commando Trigger: (continuous) Condition: this character is wounded Restrictions on recipients: Unique Rebel allies within 6 squares Benefit: get +10 Damage
Or, for a more complicated example...
Qui-Gon Jinn, Force Spirit Trigger: Whenever a Unique follower with a Force rating is defeated by an enemy, Condition: the two recipients of this commander effect must be within 6 squares of each other Restrictions on recipients: An ally who was just defeated and another Unique follower with a Force rating Benefit: the second ally gets the defeated character's remaining Force points.
Whenever a Unique follower with a Force rating is defeated by an enemy, a Unique follower with a Force rating within 6 squares get the defeated character's remaining Force points.
