Does the Techno Union Combat Engineer's Mutant/Cyborg Experimentation (Non-Unique living allies with a printed cost of 15 or less gain Cyborg and Slave) work with Gha's rapport for droids during squad building?

According to my information, ALL cost based abilities are based on the cost you use to put the character into your squad, so if rapport drops them to 15 or below, yes it should work....unless if you are talking about using that ability to drop the cost of the character further, because the techno union guy doesn't make them droids, he makes the cyborgs, its not the same thing and I'm not sure if that applies before setup, or after setup... its a gray area... I'd set them up on bloomilk and see what happens?

He means do they count as droids for the rapport. The rapport does NOT work because rapport comes into effect during squad building before Mutant/Cyborg Experimentation. Otherwise we could have 1 point poggle bombs.

Since it says "printed cost," I wouldn't think rapport would affect it.
Edit: I was thinking he was asking if you could use GHA to bring a 16-pt droid down to 15, and then have the ability apply.

Sorry, I wasn't asking if the rapport would allow you to bring in a 16 point living non unique. I was asking if including the Combat Engineer in your squad would cause his Experimentation to function during squad building, resulting in all 15 point (or maybe 16 point) non-unique living allies reducing in cost by 1.
As pointed out, if that were true, we'd have 1 point bombs, which is almost as silly as 2 point bombs. Thanks for the clarification.

Follow up question. Would the non-unique living ally be applicable to bring into play if a player with a Combat engineer rolled for droid reserves (Via Wat T.) during game play?

I would think no, because the way i interpret it, the characters would come in as living, then become cyborgs upon entering the battlefield, so they have to be droids first for that one to work

Characters gain Cyborg and Slave after being added to the squad, so you couldn't use Rapport on living characters, nor could you use it to bring a living character in with Droid Reserves.

but you could obviously use it to bring in living characters with reserves who would then become "droids" and gain whatever bonuses droids get in your squad
