Would his commander effect give force to characters without force to begin with?

Yes. They gain (and can spend) Force points, but they do not count as having a "Force rating" so they are not subject to Jedi Hunter.

How would they gain the ability to use force but not have a force rating?

Characters that have a Force rating have starting Force points: "Force 2", "Force 1", etc.
