FULL DISCLOSURE: I am not, repeat, NOT attacking the piece, the designer, or the V-Set in anyway.
But was this piece really necessary? I like it, as I am an avid fan of the Commando Droid Snipers.
But now I will have the potential to do 50 damage per shot - 60 even with this character's secondary attack, at 22 attack. and I can take two shots with Extra Attack Grievous.

The first part of his commander effect only works on characters named 'Commando Droid'. The second part works on the Sniper, but the two CEs' damage do not stack even for a regular Commando Droid since they are straight stat boosts. He is a very powerful piece with lots of boosts, but they don't all work for all pieces.
Any Droid ally: the cannon CE Non-unique Droid allies: Fire Control for +4 Any Commando Droid ally: Move 2 squares *Named* Commando Droid: -3 rapport, +2/+2/+10, gain Stealth
With Extra Attack and two Spotters, the Sniper can hit for 100dmg. On a cannon shot, it can hit for 40. That's a lot of damage, but it requires 2 spotters and 2 commanders to do it.
=== Edit: numbers corrected.

Considering the Sniper can't use Deadeye, Careful Shot, or benefit from Combined Fire on attacks not on their own turn, I wouldn't worry. The officer does what he does to make the Commando Droid an actual option compared to the IG-86.

I guess this has turned into a tournament game, and I am not familiar with the real meta of it; maybe the tournament players scoff at the notion of bringing 25-30% of the team as CE's.
But when I have the potential to do +22 attack for 40 damage, two shots, with 1 piece that now costs 12 points thanks to the Officer... That doesn't seem... unnecessary to you?

Okay. I think I understand now. So in order for a unit to receive that particular CE, its name has to be "Commando Droid." "BX Commando Droid Sniper" doesn't count because it isn't just Commando Droid. Am I understanding it correctly now?
It also means that it doesn't get the Rapport, yeah?
But the Snipers will still receive +4 attack from Fire Control, and it can also make an immediate attack at +10 damage. Is that accurate?

I would put them on par with a Vigo squad. I think there is something there for a tier 2 build just think Strafe, Gallop, Etc will keep them in check. Just because they can do 80 damage with twin doesn't mean they won't go gone fast.

I think one of the best pieces for Commando Droid Officers to cannon are each other; they have twin, and each one can give another a cannon shot. You can get a lot of damage out of a pod of 3-4 of them, and still have room for other things in your squad.
I don't understand how they're especially vulnerable to Yobuck or Lancer - with 70 hit points, Skybuck can't one shot a Commando Droid Officer, and since they're in the Separatists, they'll probably be paired with Drones for some Lancer protection. I'm sure a well run Lancer or Yobuck squad can beat them, but I wouldn't single it out as a glaring weakness.
