Recon and Tactics Broker Options

If an opponent has Tactics Broker and I have recon, does that make all my init rolls 1's or just my first?

Recon rolls are technically simultaneous though I don't think most people do it that way. You pick one of the two. Then whatever you pick it becomes a 1.
