I could post a long document here, but the TLDR of it would be as follows:
617. Game Rule Modifications for All Tournaments
Rapport cost modifications may not reduce the cost of any piece below 3 points.

And there was much rejoicing. Except it only shaves 3 or so activations off the high activation squads. But still... A good move.

I mean, they gave Lord Hoth a new ability, so the precedent has been set. We'll see. I'll echo what others have said: step in the right direction.

I think this was the critical thing to fix when it comes to future pieces as well and that the mouse droid can now be easily targeted if people think it's still broken. As is at 3 points I don't see the issue left with these guys especially with Aves and Raynar Thul out there and no doubt more "anti-activation heavy swarm" pieces coming out. But if it's just the high stats on the mouse droid that are hated here is my final solution to end the use of mouse droids entirely. Give this piece to Imperials and then he can be brought in through Palleon to always have that threat over people's heads: http://www.bloomilk.com/Custom/24175/kuellerFor those looking for the short version he has: Rigged Droids (Replaces turn, all non-unique droid characters with a damage value of 0 and less than 20 Hit Points are immediately defeated, save 16.) Rival (Cannot be in a squad with any character whose name contains Mouse Droid.) And CE Enemy and Allied Non-unique Fringe droid characters gain Self Destruct 10 while not adjacent to another character in your squad.

If your interpretation of high activations is 30 than you are completely right, the 3 point limit will help that. If your interpretation of high activations is 23-27 than the floor rules change will not stop that. It is completely the right call and a step in the right direction, but it doesn't solve the high act issue, just the utter abuse of gha and mice.

I thank the balance team and others who may have been involved in this decision, I believe it is a step in the right direction, and feel like it was appropriate in light of all of the recent heated debate that you made a quick and decisive ruling on this as a show of good faith to those who may have questioned you intentions. Hopefully those with doubts will see this as gesture of goodwill and allow you to take the appropriate time to investigate other possible changes and their possible pros and cons.

I think some high activation is good for the game to help deal with strong rock squads, but again with Aves and Raynar there is two potential counters to the sitting and activating builds. I don't think anymore rules changes are necessary as long as pieces like that keep coming out. Also if my opponent wants to waste 60 points of his squad to bring in 20 mice rather than Boba or another shooter by all means haha.

I think it would be nice if high activation was 20-22 pieces, not 30-32.....

I would have to agree with Hutts, and say that 20-22 is about where we need to strive to be, and less than that if there is tempo control which might look good at 15ish, which I think still gives an advantage to the tempo control player.

It's true it's more ideal but I'm just not a fan of hard activation caps on teams as I think it's fun to field or go up against a large 30+ swarm of cheap enemies. It's very Star Wars battle of naboo like. I am in favour of more pieces like Aves/Raynar and maybe a cheap grunt Killik would be a nice fit to trigger his hive mind more often.
