I just got my DT minis yesterday and realized that all the Rare bases had white numbers on the back. Has this happened to everyone else, and does anyone know why this is?

Its everyone, I believe it is batch numbers for production tracking purposes.

Are everyone's numbers the same?
I don't have mine with me (at work), but I know the minis I have all have the same number. Curious if everyone else's is the same as mine.

Mine had different ones, or at least I thought they did until I painted them over with black. Also, my Dass Jennir had numbers, so it isn't just Rares with the numbers here.

They all have the same numbers. It's a production code to better track recalls. The number refers to the entire production run of Dark Times from that factory. It's on the R/VR because they're guaranteed to be 1 per booster.
