My ultimate SWM set would be a Reflections set.
You get 1 mini from a "best of/notable minis" list which would comprise of 40 R/VRs from previous sets, then the other 6 minis are completely random and can be any non-huge from RS through MotF. Duplicates can be possible.
For the collectors, the mini from the "best of" list would be part of it's own set list (Also, any A&E minis on the list would get round bases.

Well this got me thinking..
Then it got me scheming..
Then I had an idea!
What it boils down to is in fact 2 sets.. comprising basically all of the competitive minis currently in play. These 2 sets could be produced and you'd have all you need to play at a top level. A fair amount of consideration went into the list, and this is what came out. And while there can be arguement about some of the minis on my list, I feel this is an accurate picture of the more competitive minis.

first off: I am so happy that there wasn't just 1 set and we have so many pieces.
My 12vr/16r/16uc/16c would have to look like this, and would have to be fairly balanced between the 10 factions

@ tvknight - an "Ultimate" set for a OT fan for sure. lol Did you mean to include Jabba twice in the VRs?
EDIT: my list I finally got together. I wanted at least one version of most of the "iconic" uniques (no Mace though once I got the lists down to the proper numbers) and the rest are pieces I like to collect or play. No synergy attempts of balance of the factions - just a personal list of the ones I like for various reasons.

btw... ha! I thought I might take some crap for Doombot! But my thoughts were that I didn't want Overide... which then meant I didn't need no stinkin' uggies either!! No tempo control or Mas either ... cause those pieces are just annoying and overplayed (Don't get me wrong if I'm going into a competitive game, I'll use 'em too, but I'm just sick of them.)

Hmmm if it were me I would definitely have Lobot and Uggies in there probably instead of Quarren Assasin and Lando, but not necessary with your theme.
If we are saying this is a stand alone set then I would say your inclusion of Grandmaster Luke would make we want to have a different Vader other than Jedi Hunter. I would probably go with Scourge ( just so there is another Djem So ) otherwise Lord Vader, but then you aren't swapping a rare for a rare.
I like your inclusion of factions. Am indifferent of your rares/VRs. I would probably go with different c/ucs though lol Well done!
