I like making lists - here's my list of the strongest/most significant piece from each set. Make your own, or disagree with mine.
Rebel Storm Grand Moff Tarkin (one of the less clear cut ones - could easily be Imperial Officer or Veers)
Clone Strike Darth Sidious
Revenge of the Sith R2-D2 Astromech Droid
Universe Lobot
Champions of the Force Ugnaught Demolitionist
Bounty Hunters Lord Vader? He doesn't see much play anymore, but there's not a lot of competition.
Alliance and Empire Princess Leia
The Force Unleashed Admiral Ozzel
Legacy of the Force General Dodonna
Knights of the Old Republic Captain Panaka
The Clone Wars (plus starter packs etc) General Obi-Wan Kenobi (I think - GGDAC, Lancer, Yobuck are all good choices too)
Imperial Entanglements Thrawn (Mitth'raw'nuruodo).
Jedi Academy I'd probably opt for Anakin Solo over the Jedi Battlemaster, but this set is lacking in power pieces.

I like how Captain Panaka made the list twice I was wondering why you had Captain Panaka of Theed instead of Critdu for RaR, until I looked at his commander effect and remembered those Naboo pilots. I think Critdu is at least a very close second for RaR. For Jedi Academy, I would think Leia Skywalker, Jedi Knight would be one of the most significant pieces. For Imperial Entanglements, I would agree that Thrawn is the most significant, but again I think Luke Skywalker, Rebel Commando, is a very close second, as well as General Rieekan.

My vote for Bounty Hunters would be Boba Fett Bounty Hunter, and for Galaxy at War i'd say Cad Bane

Mace would be second or third for me - Atton 'Jaq' Rand is another big one. He's totally a contender for 1st though - he's won a GenCon and seen way more competitive play than Panaka of Theed. List is just my opinion - I certainly wouldn't quibble if someone else went with Mace. Leia is a good call. She's up there with Anakin Solo and the Battlemaster. Imperial Entanglements has a ton of good options. Mouse Droid, General Crix Madine, and Dash would all win most other sets, as well as the ones you mentioned.

Strongest now, or when the set first came out? As power creep and meta have really shifted over the years. For instance, Vader Sith Lord was a beast back in the day, but now he's just an overpriced meat wall.

Power creep has affected front line pieces way more than tech IMO - most of the powerful pieces from the old sets are tech. Valid points. I like the earlier suggestion of Mouse Droid from IE, definitely a contender for strongest.

Good list Hutts! I probably would have put the Lancer above GOWK in The Clone Wars set. The Lancer has had such a long term effect on the game and the meta that its probably in the top 5 of most powerful pieces in the game.

Pretty good list here. I noticed Mouse Droids didn't make it (though it's VERY tough to argue with ol' Thrawn, of course lol), and one could probably make an argument for Mas over Doombot, being as how he is a very useful piece to this day in two factions, and makes Thrawn and Panaka (who both made the list) MUCH better. Though, again, you could argue that he's not all that useful with Mouse Droids, just easier, and Mice couldn't quite make the list behind Thrawn either lol.

Yeah, that's definitely justifiable - definitely one of the harder choices. Two very significant pieces in the same set - and GGDAC, Yobuck, Gha Nachkt, and IG-86 are all pretty big as well.

But GOWK has also had a long term impact on how pieces are designed, on banning, errata, the meta etc. Its a toss up, but personally I'd still say GOWK

I think it might be more accurate to give a Top 3 or a Top 5 of each set. For some sets, you could list one mini and then nothing after it, since nothing else in the set would really be worth listing.
Don't forget Kelborn in Galactic Heroes...he single-handedly revolutionized the entire Mando faction and was a huge part of them winning the Champs this year.

I think you've probably listed most of the top-tier pieces in the game. As I scan through it, I don't disagree with any of the choices, and nothing really comes to mind that I think you've missed. Cool stuff, Graham!

I do think it comes down to opinion in some of the v-sets where there are a lot of strong choices - I picked Jan Ors for the 5th slot in Galactic Heroes, and it's justifiable given that the Kyle/Jan Ors combo has seen plenty of play, but so have Quorreal, Aurra Sing, Malgus, and a few other choices.

Princess Leia, Hoth Commander made effectively made the top 8 at GenCon this year. Garindan might be a legit choice too. Seems like a pretty weak set overall though - not surprising when it has huges.
