No, the mods don't get special smilies. I linked it from WotC's forums. Bloo's selection doesn't cut it sometimes. ;)

So, to sum up:
Board-wide CE but the defeated force user must be within 6 of a surviving force user to be a subject to the effect?

Is this the correct interpretation?

Yes, but replace "force user" with "Unique follower with a Force rating" and you've got it.

Is this CE optional? It sounds mandatory. So if a Con Artist is subject to this CE and is the only one within 6 squares of a defeated enemy, it steals the Force points? Likewise, when defeated, your opponent could steal the Con Artist's Force points.
