I'd say the defining part of the Cyborg ability is how the brain is affected. Lobot, Grievous and the B'omarr Monk have machinery directly hardwired into their brain; Vader, Dengar, and Canderous do not.

Vader isn't considered a cyborg, because he's tied strongly to The Force... the energy field that binds all living things together.

This was changed way back, around KOTOR, maybe Legacy. Ion Gun only affects non-living characters, and a Cyborg is a living character. This is in the glossary now.
