I think Synchronized Fire is in the CE but I just can't think of how to phrase it.

Commander Effect: Once per turn, allies that combine fire are not considered activated this round. Once per turn, allies may combine fire against an activated target.

Maybe something along the lines of a Jolt? Where the enemy hit is considered activated this round? not sure on phrasing

Okay, not using "that" and having no 'w' to use "who" is throwing me, but maybe:
"Once per turn, allies combine fire against an enemy and the attack hits, that enemy is considered activated this round."

I thought of a Jolt thing, too, but I don't think the phrasing works.

How about Once per turn, if allies combine fire and the attack hits, the target is considered activated this round.

Taking pego's ideas (and one of my own) and putting them into a single CE string:
Once per turn, if two or more allies combine fire on the same attack and the attack hits, the target is considered activated this round, save 11, and the damage cannot be prevented or redirected.

guessing it's one:
Once per turn, if one or more allies combine fire on the same attack and the attack hits, the target is considered activated this round, save 11.
EDIT: Judging by the extra space after round I think we're still missing something. So maybe there is another effect?
maybe +10 damage on attack, -4 defense, or the character cannot make attacks of opportunity or something?

Here's to make things clearer:
Once per turn, if one or more allies combine fire on the same attack and the attack hits, the target is considered activated this round ___, save 11, _____
EDIT: Here's my guess: Once per turn, if one or more allies combine fire on the same attack and the attack hits, the target is considered activated this round and has -4 Defense until the end of the round, save 11.
