I know that GOWK's and Yoda's CE's don't stack, but what about Kota's? It is more specific than the others.

It is still a blanket bonus CE, so no. By "blanket," I mean direct or generic stat bonus without a special ability condition. Just because it affects only Fringe, doesn't mean it stacks with Yoda's or GOWK's bonus. You only get one blanket stat bonus, then the rest must be a special ability granted by the CE.
