Shikkar (Replaces turn, usable once per skirmish: touch; deal 10 damage to a living enemy. For the rest of the skirmish, each time that enemy activates it takes 10 damage; this damage cannot be prevented.) What does the "touch" part refer to?

Touch is a range that is the user themselves and anyone adjacent. This is covered under the glossary definition of Touch.

No, because the ability specifies a living enemy.

Damage Reduction has no effect. It is the same wording as Overwhelming Force (from Lord Vader). The glossary for Overwhelming Power explicitly says Damage Reduction has no effect. The FAQ for Overwhelming Power clarifies that the other armor-type abilities such as Shields cannot be used.
