If Owen and Beru die, can Luke, Force Spirit get Force Renewal 1? He doesn't have a Force Rating, but it doesn't say that he has to.

Force spirits aren't affected by Commander Effects, so no.

technically he can, but in a different way. with the right combination of people you can bring in the exar kun force spirit and then haunt the luke force spirit with him :)

Sadly, not even that way. Ghost Luke does not have a Force Rating. So no to renewal.

but you can give him a force point and rating with tionne in the squad i am talking about :)... maybe the timing is off but i thought it may work.
