No it is an attack of OPPORTUNITY it does not have to be taken. Thus why someone can try to sneak it by you without you noticing.

Sounds like when my brothers and I play Monopoly, lol. Constantly trying to hand off the dice so the other person can roll as quickly as possible in the hopes of escaping rental costs LOL
