How do those interact if one had both, could you defeat someone and cleave as well as rolling cleave to make 2 attacks? Or would you have to defeat two characters to attack twice? Or can you only use one per turn?

Yes, both can be used, but you would need to declare them both both because of the timing and that they are optional abilities. You can't chose to do one, then the other after seeing the results of the first one.

What scenario would produce such an arrangement? What character can (at the same time) have both cleave and rolling cleave? I play using only non-vset builds, so maybe that explains my confusion.

Commander Ahsoka (not a V-set piece) grants Rolling Cleave to followers. So if there happened to be a follower in her squad with Cleave on the card, that character would effectively have both.

One example could be Mermeru + Commander Asoka + Wookiee Trooper (OR)
