If I have a character that has accurate targets an enemy character that isn't the closest but on cover and I want to combine fire with other characters who have line of sight to the targeted character but others are still closer can I combine fire?

"When a character attacks on its turn, other allied characters with line of sight to the target of that character's attack can activate immediately to combine fire."
So Line of Sight is enough.

Hijacking the thread here...
If multiple allies with Spotter/Improved Spotter combine fire on a single attck, does the bonus(s) stack?

Spotter and Improved Spotter are different SAs so they would stack with each other. Neither one stacks with itself though.
So You could combine with one of each and reap both benefits, but if you combined with additional, you would just get the +4 (for combined fire) and not the damage boost.
