Can an ally character spend EPOT's force points even if they do not have a force rating? The card does not specify.

Yes. You do not need a Force Rating to spend Force Points.

Of course, the options to spend that Force point are pretty limited (reroll an attack or save, move faster), but it is nice to have that option.
