If Nomi Sunrider and Bastila Shan both activate Battle Meditation, does combining fire grant an additional +4 attack? Essentially, does the word "additional" imply the CEs are cumulative/stacking?

i think it would fall under stacking rules. IT is the same ability affecting a character twice.

Battle Meditation and Force Valor, or more correctly, the commander effects they grant DO work together. One is a straight bonus, while the other affects combined fire, which is a separate mechanic.
