Question about plates does it only gain dr10 till after it actives or can you move with wheeling in one round attack new round since it has not moved it gains dr10?

You would need to declare Defensive Plates, whereupon you would no longer be able to move the character that turn and it would gain Damage Reduction. This declaration does not need to be done at the end of the turn. Think of it working in the same vein as Careful Shot and Deadeye.
