Verpine Shatter Rifle: Replaces turn: Choose 1 enemy within line of sight, ignoring cover. Make an attack against that enemy. Cloaked: If this character has cover, it cannot be targeted by nonadjacent enemies. Does this mean that since I am ignoring cover he does not have cover? or does it mean that a character that is target-able loses the defense bonus cover grants?

When you use an ability/force power that ignores cover for targetting, characters with Cloaked, Stealth, etc. may be targeted as the abilities need cover to trigger.
However, the ignoring cover only applies to determining a target, not to the attack(s). The defending character would still have the defensive bonus that cover grants.

You ignoring cover when choosing the enemy, not attacking. So shoot who you want, if there in cover they get +4def.
