I'm no expert in playing Reps, but as far as I can tell each is very good at what it does. It really depends on the squad they are in. Generally speaking though, I like Sev the best.

like destructo said it depends on what squad you are planning on running. If you are using a superstealth than sv or star corps would be good.

Sev cost 1 more but has two higher defense. Star trooper has advantage cover gives him a 23 defense in cover vs Sevs 21(in cover) and self. I prefer stealth and 2 high base defense over advantage cover so Sev(so far).
Star trooper has quick reaction, stable footing, and squad fire power vs Sevs accurate and dead eyes. If you are using Gree then I put squad fire power over dead eye. I will assume this is not the base case and pick Sev's dead eye over squad fire power. Now you have quick reaction and stable footing vs accurate shoot. I wouldn't go into the details now but I would pick accurate shoot over quick reaction and stable footing.
So in the end Sev 80% of the time IMO.

Accurate Shot...enough said.
Seriously though, if using a RCTS, then Scorch is great: Shields 2 with Grenades 30. Rex makes any of them great, but really shines for the Star Corps as Sev's SAs are limited to not moving...course they have Stealth to help. Bacara makes the Sevs sick. Gen Aayla helps them all especially combined with Rex.
In the end, I've used the Sev's almost twice as much as Scorch and Stars combined. I think it's the Accurate. ;) (did I mention that already?)
ps...you could give Scorch AS thru old Xizor...but it gets pricey points-wise.

OK, I'll go out on a limb here, I love playing Scorch due to his versatility. Grenades 30 (and Shields, and don't forget Combining Fire) with RCTS, Mobile with Amidala. Satchel Charge is almost a must. Throw in Tarpals, and you have the most fun of all by going up to a locked door, blowing it up, THEN grenading 30, then moving away with Mobile. :) Priceless, and much more fun to pull off than rolling a 6 and not being able to hit an Ug in cover with Sev.

I'm gonna be honest here and admitt I had never really looked at Captain Tarpals until just now. That is a brilliant CE. I will definitely be using him along side some Scorches.

And if you add a Polis Massa Medic (you'll have to dig him up from the bottom of your box/case), if your Scorch(es) does take damage, the Polis Medic can heal him...TWICE :) When I played this squad, my opponent went out of his way just to take out my Medic ASAP. It was quite funny. :)

Yup again i couldnt say it better either. Plus you could throw in Boussh too, to give him double Grenades 40's with Tarpals. I made a squad with double grenadin 30 scortch squad with Bacara & RCTS, superstealther double grenades 30 with shields, you got door control with them, throw amidala in & give them mobile to be able to move, blow open a door & even throw a grenade after the door is blown open. Doesnt have to be the same Replaces Attacks Abilities if can be 2 different with Tarpals. I like the scortches better plus you get them 1 less too with amidala
