This character can spend its own Force points once per turn and spend Force points from an enemy character whose name contains Emperor once per turn. This character cannot be activated by enemy Force powers or special abilities.

Glossary Text

In addition to spending its own Force points once per turn, this character can spend Force points from an enemy character whose name contains Emperor once per turn. (A character whose name contains Emperor must be in an opponent’s squad to use this effect.) Additionally, this character cannot be ‘stunned’ (see that entry) by the effects of enemy special abilities or Force powers. Those effects are ignored, but any other effects still apply normally.
