I was checking out GA Thrawn's stats, and his text under the Ysalamiri SA states all characters, not just allies/enemies. So it would be all allies included who cannot spend FP within 6, and all enemies within 6 who gain Force Immunity? Or has there been an errata?

It is all characters for both effects. This is covered in the glossary definition.
