The Universe one is the competitive option - tailoring your squad is very useful. You get the option of bringing in pieces like a Kel Dor Bounty Hunter, Salacious Crumb, double override, a Muun Tactics Broker, or a Rakghoul, depending on what you're playing against.
Lobot, CLO, from Imperial Entanglements, is more of a fun option - you're basically paying an extra 7 points (he costs 15 points, an R7 only costs 8 points) for a chance at 30 points of fringe reinforcements if you roll an 11 for initiative. He can be helpful in some builds though.

Universe. Those Reinforcements can change the very nature of a squad.

I like the Universe Lobot. With Gha , I often bring in ten mouse droids because with reinforcements and mds counting one less it helps so much with activation control and relay orders.

Universe lobot. Much better in terms of playability. The ie one can be fun as well, but not as good as flaskbot.

Lobot is the more competitive. Lobot CL is more fun... because he can do something other than secure the premises.

I think their uses are too different to be truely comparable. CLobot is a bit tougher with ten more hit points making him a two shot kill for most and another point of Defense but you don't want either getting shot at. If viewed as spending 8 points for Recon (you don't want to use it too badly) and a 1:20 chance at 30 points of Fringe Reserves vs. spending 20 points to choose 20 points of Fringe Reinforcements I think the Reinforcments will win if you have any idea what you want to do with them. IF CLobot is around for five initiative rolls those eight points should average about 8 points worth of Reserves which doesn't quite balance the two Reserves score points for the opponent and Reinforcments don't last I knew.
If you're a gambler CLobot can be great but if you want something consistent you need the Universe Lobot.

Depends on the type of squad I'm going with. If it's a normal thread, then I go with Lobot UH. If I'm doing one of my favorite swarm squads, I go with Lobot CLO to hopefully replenish my dead pieces.
