If an opposing character uses Mobile attack gained from General Reiken; enters within the 6 squares of Disruptive and makes an attack, can they continue their movement out if the 6 if they had some movement left?

No. You check for Mobile Attack when they stop to attack. So if you stop in the Disruptive area, or outside the CE range, you won't have Mobile Attack.

You check for CE's just before you want to use the rule breaking that they offer. In the case of mobile, you check after the attack is made just before you want to move again.
