If Arica was in an Imperial squad with The Phantom Menace, would she be able to use his Force Points via her Hand of the Emperor SA?
Hand of the Emperor says she can spend force points from a character whose name contains "Emperor Palpatine".
Per his card, the Phantom Menace counts as "Palpatine".
Does this mean that since his name doesn't contain the full "Emperor Palpatine" name that she cannot spend his force points?

No. Unless it specifically states that the characters counts as a character whose name contains or a character named, the "counts as" in Unique only applies to Unique.
So characters with with Hand of the Emperor cannot use The Phantom Menace's CE.

Since the character is a Separatist character first, then it wouldn't make sense to name him "Emperor Palpatine, The Phantom Menace". If anything, it would be "Darth Sidious, The Phantom Menace" since Darth Sidious was the Separatist version. Thus, all we could do was use Unique to make sure he counted as Darth Sidious and Emperor Palpatine.
