In our Vassal Semi last night, the game went to 138-138 at full time. As far as I understand, player 1 had a piece closest to the centre, but it was a reinforcement. Player 2 had a non-reinforcement piece next.

Am I right in thinking that the reinforcement piece doesn't count (as it usually doesn't) and player 2 wins?

That is correct. The Reinforcement pieces are worth no points and therefore are not looked at in terms of tie breakers.
