Hey i was wondering if Qui-Gon Jinn uses 1 FP to do SM will he be able to move 8 squares if he's in a squad with General Kenobi?

No, General Kenobi's CE only comes into effect when a character moves on their own turn. Using Surprise Move or Intuition is not a turn.
