Exar gives Sith Rage to Jaq. Jaq starts within range of Exar, but moves out of range to shoot an enemy. Can he use Sith Rage if the attack is taken out of range even though he started within it?

No, just like with ranged Commander Effects, you need to be within range when you would use the ability granted by it.

No, because you can only use it literally right when you are going to attack, which would be after you declare the attack but before you roll the dice.

I dont see why it is a zero time ability that adds to a statistic. The glossary says nothing about having to use it right before the attack it just says for the rest of the round. I am just curious about this for some other possible interactions.

From the FAQ: FAQ wrote:Q: Can I spend Force points for a power such as Use the Force or Sith Rage earlier in the turn before actually making an attack? The wording doesn't say I have to spend the Force point immediately prior to the attack the way that Lightsaber Precision does, and it could be important when dealing with abilities such as Ysalamiri.
A: You must spend the Force point immediately upon declaring an attack, an ability that replaces attacks, or movement. You cannot spend points early and have the power "stored" for later use.
