Do Indiscriminate & Overwhelming Power affect flamethower, or ONLY attacks?

They would only work with attacks. Flamethrower can be redirected or have it's damage reduced.

But unless I'm mistaken the flamethrower may deal damage but is it an "attack" when it comes to many of the things that can redirect and attack? To put it another way, I don't believe Block/Deflect and the like could be used against a flamethrower anyway.

Flamethrower targets, that's where pretty much where attacks and Flamethrower end their similarity.
