Lets say you have Prefect Da'Gara and Jakan, Most High Priest in the same squad and roll a natural 1 for initiative. Does YV Reserves 20 still trigger or does the Tactician +4 automatically turn your initiative roll to 5 and eliminate your ability to bring in reserves?

Tactician +X has no effect on your roll if you roll a 1. So your result is still a 1.
