I might be missing something here, but according to the new floor rules and SWMGPA FAQ, it appears that a sanctioned tournament could be run completely using scenarios. Is that right?
You could create victory conditions other than the standard gambit+defeated enemies, different setup locations, different squadbuilding rules. Then have everyone play that scenario (with custom rules about who plays which side). And it would count toward the ranking - either Constructed (if there are no limits on squadbuilding other than max points and faction rules), or Limited (if there are restrictions on squadbuilding). Did I miss something?

Yep, we are just putting in practice what many organizers had "learned" to do for years under DCI.
Do what you want/need to encourage your local play. This gives you the ability to add a scoring system to overall participation to increase interest. We are giving you an additional tool to use to grow/maintain the game in your area.
The key is as an organizer, you generally know best what your local group wants to do and how. Allows you to keep it fresh and new as needed and still gain points for the rating system. Tournament's should no longer be viewed as a "boring" way to play all the time as some often claimed about DCI in the past. If it's boring to you now, then you aren't trying at all :)

I'm not currently playing in any tournament scene anyway, but I love the idea/freedom.
By the way, welcome back if you had gone anywhere. I was just thinking, "I haven't seen billiv post here for quite a while." Then again, maybe I was just looking in other threads.

Another question... what does it take to have an official tournament that you can report for ranking purposes? Just 4 people in your house? Does it need to be announced anywhere, or open to the public, or larger than 4 people?

The hardest thing will be working the scenario into the 3-2 scoring system alongside the tournament software.

I never got DCI's strict adherence to the public venue thing, especially if you were willing to let anyone play, and it's not like most people wouldn't know everyone who is going to show up anyway.

Really? Where do we report the scores then? We have been running tournaments in Edmonton/Fort Mcmurray Alberta with anywhere from 4 to 10 people for years now and had no idea. I would like to start officiating these tournaments and we use the 3-2-1 scoring system as well.
