Ignoring Cover Options

With any abilities that ignore cover (examples- Fire support mission, verpine shatter rifle, etc), do you still have to follow targeting rules and attack the closest? Or because there is no cover, can you pick and choose who you want to attack?

Targetting rules must still be obeyed, but if a character has no cover, they can be targetted even if they are not the closest enemy.
