i was building a squad with the mini manager and noticed that if i put nomi sunrider in my squad the program allows ulic qel droma in the old republic squad too. yet the game has no such affinity in it. is this a glitch? or just the programers hopes and dreams?

It's a partial glitch.
One of the characters made for the Lost 20 (For those that don't know, They were a precursor to the V-sets, made around the time of BH & A&E, where the community got together and made 20 unofficial custom characters they felt should be added to the game) was a Nomi Sunrider. This version had Affinity for Uliq. What's happening is that since both the official and unofficial characters are named Nomi Sunrider, the program can't determine which Nomi was added, so it triggers the Affinity (something along the lines of [IF "Nomi Sunrider" in squad THEN "Uliq Qel-Droma".squadelligibility = YES]).
You can enable/disable the Lost 20 in Mini Manager with the command ctrl+alt+t

Strange, I just checked, and Ulic (also Revan/Malak) are all available even with NO other OR characters in the squad, and the Lost Twenty turned off.
There are a number of restrictions that mini manager doesn't enforce, so the Revan/Malak thing is probably due to blanket coverage for the Jedi Crusader, so the Ulic thing must be the same situation with LT Nomi.

They show up, but it won't let you add them until the character with affinity is added to the squad.
