would he fit in better with the rebels w/ the troop cart, which helps his mobility and repulse? or w/ republic and getting towed by r2?

actually he is great with rebel commando luke and k-3po. my personal favorite is to just run him in at the end of a round and then repulse next round. even if your opponent goes first, there is no way they can get everybody out of the way with 1 activation. reiken gives kota nice staying power.
dont forget about panaka+mas for cross board swapping.

Kota is one of those pieces... I feel like he should be competitive, but I never get my points out of him. He doesn't have the defense to stand up the heavy shooters of the game, and skilled opponents use placement to never set you up with a meaningful repulse. I'm hoping the vsets find a way to make this one more payable, and give us one on par with the new galen piece
