After setup if you determine that you would like to replace one of your Imperial commanders, where does the new character set up? The same square as the commander they are replacing or anywhere in your starting area?

So if you have Palpatine on Throne parked in gambit could you swap him out for a different character and place them in his place or would that be an illegal placement?
