Can one use Telepathic Insight to copy a CE from an enemy character brought in as Reinforcements?

I'd say no, as Telepathic Insight and Reinforcements happen at the same time and would be revealed simultaneously. Edit: incorrect answer.

The Vong player can choose it before or after Reinforcements, so in practice, it is after most of the time.
