No. Relay Orders does not grant the mouse other character's Commander Effects; It only allows you to count from the Mouse as well as the commander. So, how it would work is when the Noble ends his turn, any applicable character either within 6 squares from the noble or within 6 squares of the Mouse would be able to make an immediate attack.

Cade can reroll in that situation. A character can spend force points once per turn. In that situation, Cade has spent force points on two different turns, once on his own and once on the Noble's.
