If you are not going to use v-sets i would recommend that you take a look at this link it is the top rated squads without using v-sets

Definitely not going to find any top rated OR squads pre-Vsets. Or Sith, or Mando, or Vong.

PPC, I know from other threads that you don't want to use V-Set pieces... and I have to admit that I'm curious why.

If you want to stick with just WotC-era pieces, as has been pointed out, you're not going to be able to do much with the Old Rep (unless the Old Rep only fights other lesser factions).

Your squad has two commander effects, either of which can be good, but I think you should try to maximize one or the other.

The Exile is relatively easy to defeat, so if you go with her, try to focus on a squad where she can hide. That means a decent number of Mouse Droids to allow her to use her commander effect from a protected position. Maximizing her commander effect means maximizing number of attacks--which means Twin Attacking followers--and trying to boost damage per attack.

I think most of the Old Rep twin attackers (Carth, Bao-Dur, and Mira) are overpriced, although arguably Mira is the best for her cost (although giving her Extra Attack means she has to choose between Mobile Attack and Extra Attack). Fringe options are better: Echani Handmaiden, Dash Rendar, and Cade Bane come to mind first, although I'm sure there are other decent options. I'm not sure which damage-boosting effects are available pre-V-Set, but given the sheet number of times you'll be die rolling, you're bound to get some crits, so the Chagrian Merc Commander isn't a terrible choice.

You'll notice that the majority of pieces that work really well with the Exile don't benefit from the OR Captain's CE, because they're Fringe. If you want to build around the ORC, the equation starts the same: this commander is relatively fragile, so should lead from behind, supplemented by Mouse Droids. Since the ORC costs less than the Exile, there's less of a sting to that, I think.

Obviously, the +3 to Defense is great, but to get the most value out of the ORC, you want to be able to use Squad Assault, too, which means non-Unique Old Rep followers. Pre-V-Set, the best options are probably the Antarian Ranger and the Jedi Battlemaster. I would say the ORC, 4-6 of one of those, 1-2 of the other, and some sort of damage-boosting commander would make a decent squad (qualified by "for the Old Republic, pre-V-Set").

I suggested the Jedi Exile/Old Republic Captain combo on another thread, based on what the OP had in another squad. I think it's a solid enough combo with the Antarian Rangers, but they're one of the few pieces that benefit from both Commander Effects. If you're going to go that way, you should just load up on lots of Antarian Rangers, and sit them in stealth and get lots of shots off. I don't think it's especially strong, but it's a cheaper way to boost the Rangers' attack than Revan, allowing the squad to fit a whole bunch of Rangers.

For the record, the best OR squad I've seen, pre v-sets, is:
Jedi Battlemasters * 7
Ugnaught Demolitionists * 3
Someone ran it at a European Championship last year and did OK with it - Jedi Battlemasters are a strong piece individually.

Well yeah, the Battlemaster is a strong piece because it is a beefier version of the JWM!

The Battlemaster swarm can use a bit of support. This version is pretty strong:
