I am sure this has been asked already but, can you mobile out of his CE? So if the character has mobile and he moves half his speed make all his attacks and then mobile?

You only get half your speed *total* movement, but yes, you can use mobile. Same thing if you add other speed modifiers (Master Speed etc), half of total movement.

Ex: A normal speed (6) piece could move 2, make all attacks, move back 1.

A piece using Master Speed could move 3, make attacks, move back 3.
