Can a character make a save of 11, reroll that with Yoda's CE, use a force point to reroll, and reroll that with Yoda's CE, provided that all saves were failed?

That would be using Yoda's CE twice on the same save, so no.

Assuming the character doesn't have Motf 2 or 3:

1) Save roll, 2) Yoda CE reroll, 3) FP reroll. (the 2nd and 3rd rolls are interchangeable)
