Does Admiral Ozzel ALLOW the player one activation per round or REQUIRE one activation per round?

With Ozzel it's compulsary to activate only 1 character each phase. You only get exempted if he's subject to something like Disruptive or Bastila's Advanced Battle Meditation.
People often use him with the v-set piece Admiral Gilad Pallaeon, so they can swap him in or out of the squad depending on if he's helpful for that particular matchup. You can also just send him out to get gambit if he's inconveniencing you.
