Who else affects the number of activations per phase besides Dodonna, Ozzel, and Grand Moff Tarkin?

Others include San Hill (Sep), Captain Mar Tuuk (Sep), Mandalorian Tactician (Mandalorian), and Moff Morlish Veed (Imperial). There's also a very high costed figure coming out in v-set 4 with a tempo control CE.

It's also worth noting the Mandalorian Counter-Intelligence Officer (Mandalorian) and the Yammosk (Vong) offer spins on tempo control too.

Not persistent effects:

(Rep) Ki-Adi-Mundi, and Ki-Adi-Mundi, Jedi Master (can activate 1 extra in a phase at end of his turn)

(Sith) Marka Ragnos (same as above)

Not that the Republic is powerful enough, but I would really like to have a activation CE on their side.

If they ever get tempo control, it'll likely either be in the same manner as the Sith (exceptionally high point version of a major character) or a different version of R2.

With all the crazy movement breakers and Yularen, activation control would be too nasty on the Republic. They've probably been the consistently strongest faction (ie consistently in the top 2-3 factions) over the last 3-4 years without tempo control, so they don't need the help. Naboo Troopers with Tempo Control would be very strong.

I know they don't need the help at all. It's just wishful thinking... sigh... but Imps have access to Thrawn and Ozzel, so Yularen isn't really unfair with activation control. Naboo troopers also already use deceptive most of the time. But, I still agree that the Republic does not need it.
