Sub faction specific limitations would work with the Rakata, but with a Hutt Cartel subfaction as an example, it's just like the Black Sun and really no different than anything else Fringe.
I think you'd have to word particular abilities as the Black Sun abilities are worded (Allied characters containing Black Sun gain ...)

personally i agree with alot of the people in this thread. I do not think we need a new faction but i would encourage any sub factions. More Peace brigade could be cool more nightsister or even just danthomiris could be cool. Racial commander effects can be nice
and there are many things you could do with the current sub factions to make them more fun and competitive.

Subfactions are the way to go, tbh. I always wanted to see a fleshed-out Peace Brigade.
For the Chiss, really they could be a subfaction of both Fringe and the Empire. (Plus Sev'rance Tann as a Separatist.)
Exiled Thrawn would be Fringe, for example. But the Empire of the Hand would be a subfaction of the Empire (formed by Thrawn under orders to explore the Unknown Regions but not for Palpatine). The Chiss Ascendancy itself, in my humble opinion, should be a subfaction of the Empire like the Empire of the Hand would be. Especially considering Soontir Fel's presence there and their generally ambiguous (and since the Swarm War, antagonistic) relationship with the New Republic/GA. Some pieces (like Chaf'orm'bitrano (sp)) could have affinity for the NR/GA.
