With Captain Mar Tuuk and Dodonna's CE, it says that you can activate 1,2, or 3 (Mar Tuuk) in a phase, and 1 or 2 (Dodonna). The first phase of a round allows you to only activate one character, but can the mentioned commander effects override that? Captain Mar Tuuk's overrides normal turns, so why can't they use it for when you can only activate 1?

Mar Tuuk's CE can allow you to activate 2 figures on the first phase. This also applies to Grand Moff Tarkin and the Mandalorian Tactician. Read Dodonna's CE very carefully, and you will see why it won't.

Doesn't Tarkin allow you to activate 3 in the first phase?
