if u r running cassus he gives relay orders to the commanders. if u r running a mando captain and say a trainging sergeant would the TS get the twin all the time cause he counts from himself?

No. The square the figure with Relay Orders occupies does not count. This is covered in the FAQ.

also the training sergeant would not get twin anyhow, because he is a commander

Hmmmm. I think I played something incorrectly the other night based upon this answer.
I was giving myself a +4 defense for a mouse droid (HK-47 CE) that was out of range from HK or another mouse, thinking that it could benefit from its own relay orders.
Was I incorrect?

Yes. The "0" range a figure would count to itself does not count for Relay Orders.
